The Lower Manhattan Relocation and Employment Assistance Program (LMREAP) offers eligible businesses income tax incentives for relocating to certain Lower Manhattan areas from outside the City. There are two forms of LMREAP.
LMREAP for Eligible Businesses
Businesses from outside the City can apply for the LMREAP for Eligible Businesses (LMREAP-EB) if they move at least one employee from outside the City to the Lower Manhattan area. To be eligible, the business must not have had employees working in the City between January 1, 2002 and the date it enters into a lease or contract for eligible premises.
The last date for certification or preliminary applications to participate in LMREAP-EB is June 30, 2020.

LMREAP for Special Eligible Businesses
The Lower Manhattan Relocation and Employment Assistance Program for Special Eligible Businesses (LMREAP-SEB) was created to extend LMREAP business income tax incentives to businesses that don't qualify for LMREAP-EB because they already have employees in Manhattan before relocating.
To qualify for LMREAP-SEB, the business must either relocate at least 250 employees or relocate enough employees to increase its payroll in the City by 25%, whichever amount of employees is fewer.
