  • Littering to report landscapers chronically dispersing yard waste in or around the sidewalk, curb, or street

Landscapers must collect and dispose of any yard waste that they generate at a permitted composting facility.

Yard waste generated by landscapers cannot be set out for collection or dispersed in or around the curb or street.

Disposal Exception

If you receive written notice that there isn't enough room at permitted composting facilities within City (or within 10 miles of the borough where yard waste was generated), you may dispose of yard waste at any permitted solid waste facility.

Landscapers who do not dispose of generated waste properly will be fined.

The amounts are:

  • $250 for the first violation
  • $1,000 for the second violation within a 12-month period after the first violation
  • $2,500 for the third or following violation within a 12-month period after the first violation

You can file a Littering complaint against landscapers for improper disposal if you witnessed the violation more than once, occurring on a specific day of the week at a regular time. 

Complaints for one-time occurrences are not accepted.

Landscapers are also responsible for disposing of wood from trees within Asian Longhorned Beetle (ALB) quarantine zones at designated disposal locations.
